+++ This bug was initially created as a clone of Bug #1268830 +++ Implement PPB_UMA_Private::HistogramCustomCounts() method.

copied its description from Chromium's idl: > HistogramCustomCounts is a pointer to a function which records a sample > in the histogram given by |name|, possibly creating the histogram if it > does not exist. Not sure if we want to do this though.
