Details

There are various pieces of code than should be using Window.isSecureContext but instead are using various approximations of it. We should update that code to use Window.isSecureContext now that it's implemented.
Depends on: 1269568
The dependencies are now fixed, and any other issues that have come up since then seem to have their own bugs filed.
