126926 - infinite loop processing reflow events; doing 'View->Page Info'/Media tab

Steps to reproduce:
  1) load the attachment to this bug (to follow in a moment)
     This is simply an HTML file that has an <IMG SRC> pointing
     to a large PNG image (also attached)
  2) do 'View->Page Info'
  3) click on the 'Media' tab in that dialog

Actual results: browser goes into infinite loop; as far as I can tell,
it's not stuck anyplace in particular in the code; it's just that it's
processing an endless series of reflow events.

Expect results: no loop

tested win2k, cvs build from 8pm 02/20
