What did you do?

For a long time (many weeks) trying to get to the site https://developer.mozilla.org/.

What happened?

We have a problem with access to website https://developer.mozilla.org/ 
using Russian mobile operator Yota, the IP address range for Moscow: 109.188.124.1 — 109.188.127.255.

What should have happened?
==========================
Please, help to solve the problem.
