On the Talon computer on Facebook video won't load and says it requires flash, though no previous units did in order to run Facebook video.

This also occurred in release 45.0.2.

Merging the details of bug 1269538.
Summary: Facebook won't play any video and saying it requires Flash on Talon. → Some videos on Talon system require Flash to play
This machine is running Windows XP with a Radeon 9500 chipset on driver version 8.593.100.0 which is blocked. This is likely why Facebook and Vimeo detect your system as unsupported. According to http://support.amd.com/en-us/download/desktop/legacy?product=legacy1&os=Windows%20XP%20-%20Professional/Home&RenderOnServer=true there is a slightly more recent driver version. I wonder if that might make a difference.

Anthony, should we be requesting Flash in this instance? Is this configuration supported at all or is this system behaving as we'd expect it?

We don't currently support MP4 playback in HTML5 video on Windows XP.
