1270034 - Add additional parameters to "promote-add-to-homescreen" experiment

I've been thinking about how we can improve the home screen promotion to target "good" sites and not annoy power users.

I think the following additional switchboard values could be helpful:

* maxDeclines: If the user has declined more than X prompts then do not show any prompts again: "Stop being annoying" (By now we should have taught the user that this feature exists)

* sessionMinAge: Define a minimum time the browser should have been used before showing a prompt: Avoid showing this when restoring sessions.

* onlyRoot: Only show the prompt for URLs without a path: Show the prompt for wikipedia.org but not wikipedia.org/some/random/article

* minTimeBetweenPrompt: Define the minimum time between showing prompts: Do not show this multiple times in a row for different URLs

* repromptAfter: Show the prompt for the same(!) URL again after this time has passed. We could use this to reprompt for URLs again in the future.
