Disable the form-tag mixed-content tests entirely, because the modal dialogs they put up don't actually make the tests time out reliably

In that situation we put up a modal confirmation dialog.  Then we keep running other tests somehow (not sure how; I haven't dug enough into the details of the form-tag case and how it decides it's "done") and eventually the timeout for the test with the modal dialog fires and times out whatever test it is that's currently running.

Actually, maybe I can fix these tests to not be broken instead... let me try that.
