We need a new permission (and tie that to a group/groups) so that we can introduce the ability to reprocess crashes via other means than the admin pages (...for superusers).

Associating permissions with groups is something we do in "user land", later, but are you OK with giving all the people in the "Hackers" group this new fancy permission?

Once that PR lands, you need to run the following on any of the web heads:

$ . /data/socorro/socorro-virtualenv/bin/activate
$ cd /data/socorro/webapp-django
$ envconsul -prefix socorro/common -prefix socorro/webapp-django ./manage.py migrate

Once that's done, we can set up the groups accordingly to have this new permission.

I'm glad we're making it easier to run, but I'd prefer if someone on the socorro team had to hit the button for it. I want to be aware when the processing pipeline is about the fill up. After understanding the impact in practice a little better we can expand it to the wider hackers audience.

We have the "Hackers Plus" group too :)
Heck we can start with SuperUser only and move "down" from there.

At some point we changed the groups in https://crash-stats.mozilla.com/admin/groups/
Now anybody in the "Hackers" group can reprocess a crash.
