1270570 - Design an offline state of Synced Tabs sidebar

We currently lack an offline state for the Synced Tabs sidebar.

Firefox’s current "Unable to connect" page is not very informative, and I'm considering leaving the sidebar blank when in this state.

What are your thoughts on what we can do here?

It looks like if the user is explicitly in "offline" mode we do the wrong thing - in the sidebar we seem to be stuck in a "please login to sync", and in the menu we do a little better, but still give the impression there are simply no tabs rather than saying something like "Sorry, we can't reach your synced tabs".  Similarly, even they aren't specifically in offline mode but don't have connectivity we just silently look like you have no tabs. I think we should consider fixing that.

More generally though, I not convinced we need to offer any additional functionality when in this state (such as caching the last version of tabs that we saw and presenting them as if we were online) as the user isn't going to be able to reach any of those tabs anyway.

I'm going to write/design states for offline and unverified in all the Sync UI today. Is it wrong for me to change this bug to become the design/engineering bug once I'm done?

Nope - let's reuse bugs as much as possible until something lands or we give up in disgust.
