In London deployment MozRep seems to successfully bring up particle electron which uses carrier data with SIM card. Maybe you can work with him together to add that into the document?

I tried electron also,
the instructions should be almost identical to photon
except the SIM card activation/setup part (which will be covered in particle's docs)
