master 2b87f6a iPhone 6 Plus (9.3.1) 1. Visit a page 2. Open the menu and press on the Reading List item Result: The Reading List panel does not open. Instead a blank page is displayed.

It appears we are not displaying the empty state for the reading list any more when navigating to it from the menu. This is a regression as this used to work.
