If you click on a link like <a
href="http://bugzilla.mozilla.org/show_bug.cgi?id=63025#c3> when you are on this
page, the whole page is reloaded (same for pages on HD).

Reproducible: Always
Steps to Reproduce:
1. Go to your favourite Bugzilla Bug, say
http://bugzilla.mozilla.org/show_bug.cgi?id=63025
2. Click on the Number (e.g. #3) of a comment


Actual Results:  Page is reloaded and then the page is scrolled to the anchor.

Expected Results:  The page is scrolled to the anchor position without reload.

PS:Is this the right component??
