1271452 - Create 2 more Windows tests masters per AWS region

We're going to be enabling a lot more windows tests in AWS, so we'll need more buildbot masters. Please create 2 more masters per region for windows tests.

I've granted access to modify the nagios config files so you can self serve on changes. Let me know if you need a demo on editing the config.

The new buildbot masters have been added and puppetized.
Tomorrow we will add some slaves in order to test the new masters

Pinned some Windows 7 testers to the newly created masters, they're taking jobs and complete them without issues.
