"Mail and newsgroup account settings" menu item is currently in the edit menu. I
think that this belongs in the application menu right below "preferences."
preferences ~= settings

Personally, it seems odd that the mail account settings are not accessed through
the general Mozilla preferences pane (for all platforms)

This is similar to bug# 68098

Actual Results:  Mail account settings under Edit menu.

Expected Results:  I expected them in Application menu, preferably within
general Mozilla preferences.

I changed severity to Enhancement.

Not merely is Account Settings in the wrong menu; it is inappropriately
modal - it only is installed into the Edit menu when the Mail window or a
Message window is up.  There is no reason for this to be modal.
