127198 - conflicting update on bookmark file

If I start multiple mozilla's and add bookmarks in each of them the last mozilla
will overwrite the changes comitted from the other mozillas. This only happens
if I start multiple mozillas by starting them seperately from the command line.
If I use New Navigator Window the bookmarks are updated correctly.
Netcsape fixed this by creating a lock file. This only works if there is no
hanging netscape proccesses and if the lockfile gets removed on exit. This was
not allways the done by Netscape (4.x).
