STR:

- Open the inspector on this page
- click in the breadcrumbs on the first button
- press UP

==> This acts like shift-TAB, it goes back up to focus the markup-view

- click in the breadcrumbs on the last button
- press DOWN

==> This acts like TAB, it moves forward to focus the sidebar

Now on OSX if you disable the keyboard setting that prevents focusing non-input elements, this gets worse. Pressing UP or DOWN from anywhere in the breadcrumbs moves the focus out of them.

It looks like this was fixed by implementing Bug 1259812, which makes sense since this behavior was due to the XUL toolbar previously used for the breadcrumbs.
