Only disable hardware accelerated video decode if the GPU is the slow part

Details
As I understand it, Firefox will disable DXVA if we drop frames. However, the cause of the dropped frames could be because Firefox is slowed down for other reasons like system contention. I think we might be able to track DXVA decode times using timer queries and only disable DXVA if these numbers look bad.
