Export everyones cache-files on a peer-to-peer network, like the Kazaa network.
When a download has taken more than a certain amount of time and the rest of the
download is predicted to take more than another amount of time a question is
send out on the P2P network. Care must of course be taken so that not private
data is exported from ones cache.
The browser could also keep track of all downloaded files in an internal
database and export them as well, as long as they are unmodified.

This could be done as an add-on to mozilla using the cache apis. I don't think
this belongs in the core browser.
