Using feb22 commercial trunk build

Issue from bug 107598 

When you create a new IMAP folder in a filter rules dialog launched via "Create
Filter", folder creation doesn't work the same as if launched via Edit|Message
Filters.  The folder is not reflected in the folder pane or the action dropdown. 

1.   No filter list or rules dialog is open already.
2.   Select a message in thread pane and use Message|Create Filter (also
available on head popup menu in header envelope).  Opens directly to filter
rules dialog.
3.   Leave the action as Move to Folder... Click New Folder and select an IMAP
account (any level) for placement of new folder.  Type a folder name and confirm.  
4.  You're returned to filter rules. Folder is not reflected in the MoveToFolder
destination dropdown (in list or selected).  Neither is folder displayed in
folder pane.  
    Result:  User must close/relaunch filters in order to be able to select that
folder as a filter destination.
    Expected:  Folder should be selected by default in filter action dropdown
and show in folder pane.

varada, I am wondering why we are not showing the filterList dialog when 
there is no pre-existing dialog upon "Create Filters...". Can you 
explain what the problem was? I know if we hit ok we see it but if we 
hit cancel we don't. 

If I make filter rules/filterEditor dialog non-modal in case of "Create 
Filters.. " it worksforme. Somehow the ui thread is blocked because of this 
kind of hidden filterList window.

yes I agree with this. making this non modal makes it work but it also makes the
Message Filters visible and jennifer has to agree with that.

 plus bug as a P2.
