Basically permafail on Win7 PGO at the moment.
Flags: needinfo?(dburns)
Frequent on regular Windows 7 opt as well, and less frequently on Linux.
Timing fits the AWS switchover, and all the Win7 hits are on t-w732-spot machines.
Disabled on Win7 per IRC discussion w/ Dave.
