As observed in https://bugzilla.mozilla.org/show_bug.cgi?id=1272194#c20 the border and padding around menu labels in the menubar is not from the GTK theme. The menu items in popup menus do use the border and padding from the GTK theme. That was provided by https://hg.mozilla.org/mozilla-central/rev/510560dbd1be The associated bug indicates that not overriding document padding for menulist items was intentional to avoid bug 406129, but I don't see any reason given for not applying this to menubar menu labels.
