This means, roughly:

 * using the new big-graph scheduling system
 * reading from ~/.taskcluster.yml

all while maintaining compatibility with the "old way", and deploying one branch at a time.

This only accomplishes point #2.  Upon reflection, I would like to defer point #1 until later.
Reviewed the pull in comment 1, looks good to me  Merged and will be deployed soon.
