Details
We stop decoding video when it is in a background tab. We want to stop decoding it when the screen is off. It makes sense for screen off to be signaled the same way as background tabs to the underlying platform.

Thanks for firing this bug. I have longed for this since B2G, now we can make it happen on Fennec!

To be clear, I think we only want to stop decoding video but keep decoding audio.

AFAIK, we get this for free because the front app will be paused (by Android lockscreen) when screen is off.
