Environment: Nightly, Aurora
Device: Xiaomi mi i4 (Android 5.0.2 LRX22G / MIUI 6.7.2.0(LXIMICH) );
Build: Nightly 49.0a1 (2016-05-18);

Steps to reproduce:
1. Update Nightly to the latest version
2. Go to Notification bar

Expected result:
What's new notification should be present

Actual result:
The What's new notification is not displayed

Notes:
Please note that this issue could also be reproduced on a MI PAD 2 with Android 5.1 LMY47I with MIUI 7.0.10.0.0(LXLCNCj) version and could not be reproduced on: SONY Xperia Z2 Android 5.1.1, Nexus 6P Android 7.0, Nexus 6 Android 6.0.1, Samsung Galaxy Note 5 Android 5.1 

In addition, on MIUI devices, when an update action is triggered the System update prompt displays Replace app notification.

Please note that this could not be verified on Beta(47) since the experiment is not activated

This what's new notification is disabled, and we don't have near-term plans to re-enable it. So we don't need to track this.
