I accdentally pushed an unrelated patch to MozReview today in bug 1274520, which makes me think it might be good to have an additional check before pushing that every commit included are related to the bug. This could probably be an [Yn] question so that people could still push if they intend to do so.
This is what the draft stage is for. By default we will prompt if you'd like to publish the review series (and just before this prompt we output all the commit information for the review requests we created). If you do not publish, you can repush the proper changes and all will be fine, or even discard the entire review series and it will not be made public.
