Disabling tests in ini files debug flag should not be first order
Currently, disabling tests in ini file the debug flag need to be first order, otherwise it will not work. It seems that we should loose this constrain. Steps to reproduce: Run web-platform-tests and add following line in a ini file. disabled: if (os == "mac") and debug: Actual results: Testcase hasn't be disabled in mac debug platform. Expected results: Testcase should be disabled in mac debug platform.
Do you have an example of this e.g. on try? It isn't supposed to make a difference.

In this try run, I use |if (os == "mac") and debug|, you can see log in Linux opt W-e10s #2, form-validation-reportValidity.html was skipped.
