127607 - Double insertion bar in form-enabled page

When viewing nearly any page with a form (including the Bugzilla Helper page) in
this build I get a double insertion point. One in the form and one in the URL
bar. The form has focus as it should, but the other cursor blinking in the URL
bar is really annoying.

Reproducible: Sometimes
Steps to Reproduce:
1. View a form page
2. Tab to a new form field

Actual Results:  Another insertion point appeared in the URL bar.

Expected Results:  There should be no changes to the URL bar while navigating a
form.
