Just a guess: this might be fallout from switching to the Android scroller physics (bug 1229462).
Looking at the code, unless I'm missing something (quite possible), the native android fling animation should not modify the offset unless the fling speed exceeds gfxPrefs::APZFlingStoppedThreshold() which appears to be set to 10000 pixels/ms for the test. I find it unlikely the speed is exceeding that threshold.
There don't appear to have been any more instances of this on m-c or integration trees since early june. It may have been fixed by something else, but I'll leave it open a bit longer just in case.
