Try run with "-p all -u reftest" spawns Win8 builds, but no Win8 reftests

I ran this Try run with TryChooser status "try: -b do -p all -u reftest -t none": https://treeherder.mozilla.org/#/jobs?repo=try&revision=d385975583a3 EXPECTED RESULTS: Windows 8 builds and reftest runs, just like we have on mozilla-inbound. ACTUAL RESULTS: Windows 8 builds, but no Windows 8 reftest runs. (As a result of this bug, I caused Win8 reftest bustage when I pushed to inbound, and had to circle back and clean up after myself, despite having a clean reftests-on-all-platforms try run. Windows 8 have been disabled by default in bug 1255533, but you can still opt in.

What about WinXP? Same problem happened on that platform.

Yeah, looks like WinXP tests are opt-in, too: bug 1219434 (TryChooser calls this out for WinXP -- "disabled when not explicitly checked" -- but not for Win8...)
