Downloading mozilla-sparc-sun-solaris2.8-0.9.8.tar.gz, unpacking it,
and running mozilla-installer-bin silently stops. Running truss(1)
on the binary shows that it looks for "installer.ini" and exits when
it cannot find it. There is no installer.ini in this tarball.

You shouldn't need to use mozilla-installer-bin with Solaris. The installer is
for OSes(Windows, Mac and Linux) where you can download an installer which then
downloads only the parts of mozilla you want.
This isn't supposrted for Solaris. For Solaris, just unpack the tar.gz you
downloaded where ever you want it, then run mozilla by running the
mozilla/mozilla script. If you need to use mozilla with multlpe users, make sure
you look at the release notes:

Anyway, though mozilla-installer-bin, mozilla itself works for me with milestone
0.9.8, so marking invalid.

You might consider not including the installer in releases where it isn't
intended to be used. Its presence is somewhat misleading...
