This is a follow up of bug 1220019.
We Would like to map all generic font family based on W3C Chinese font table mapping on all platforms and locales(zh-{CN|HK|TW}).
* cursive font mapping will be done by bug 1220019.
* sans-serif is currently mapped to PMingLiU on Windows 10 zh-TW. It's different from what Chrome/Safari behaved now which mapped to MSFT JhengHei.
For other locales/platforms tests are under the way, will be updated in this bug.

The table mentions PingFang HK for zh-HK on OS X 10.11+. We should take it if it does exist. (Because I don't have 10.11 so I'm not sure.)
