This would still be useful to have if we need to iterate on decoder logic in the future, but moving to a p3 as we just used the full stage environment for testing the new infrastructure.

:trink set up a mechanism like this for testing schemas in dev, which should suffice for now. This should eventually be set up as a CI task that will be rolled into a more general QA effort, but as we can easily test decoder changes now before doing a full stage/prod build I am marking this as done.
