Please deploy this to Splice tiles stage server. Note that it's a database migration deploy for Redshift, so we need to execute following db migrations after the deploy:
* $ manage.py db upgrade
* manually execute "ddl/migrations/redshift/1464293373.sql"

fab build_ui is failing, because of some missing deps in requirements.txt
