Steps to reproduce:
Randomly, download manager displays download status. With 3 downloads in progress and 1 completed, the "clear downloads" button is STILL greyed out. This missed file DOES clear with the rt-button menu item (remove from history).
All settings are out of the box.
Actual results:

Expected results:
Whenever a download that is displayed, the "clear downloads" button should un-gray (become available).

I have tested this issue on the latest Firefox (46.0.1) release and latest Nightly (49.0a1) build. I have managed to reproduce it on the latest Nightly with the following scenario:
If the download is in progress and the item is focused, after the download is completed, the "Clear download" button remains inactive (grayed out).
Considering the fact that on the latest Firefox (46.0.1) release the issue is not reproducible, I have performed a regression:
