Nothing is displayed with Private browsing mode on the certain site.
It works with Chrome's secret window.

Reproducible: always

Steps To Reproduce:
1. Clear Recent History… everything (if any)
2. Open Private Browsing window
3. Open http://www.tv-asahi.co.jp/ in the Private Browsing window

Actual Results:
Nothing is displayed

Expected Results:
Page should be displayed

Disabling the tracking protection from Identify Icon.
Then the page is reload automatically. 
However, It does not fix the problem. the page is still blank. --- (This seems Contextual Identity implementation bug. I will file a new bug)

However, manually (F5) fix the problem. Indeed, the tracking protection causes the problem.

I have tested this on Windows 10 and Firefox Nightly 63 with both Basic and Strict Tracking Protection Enabled, but the website loaded with no issues.

Closing as Fixed.
