Steps To Reproduce:
1. Clear Recent History… everything (if any)
2. Open Private Browsing window
3. Open http://www.tv-asahi.co.jp/ in the Private Browsing window
   Wait to load page 
   ---- The page is nothing displayed due to Tracking Protection.
        Maybe this is as expected.
4. Disable Tracking Protection from "Contextual Identify"
   ---- The page will be reloaded automatically

Actual Results:
The page is still nothing displayed.

Expected Results:
The page should be displayed properly.

It needs extra manual F5 to actually getting the effect.

Do you mean disabling Tracking Protection via the "Control Centre" while in Private Browsing mode? Contextual Identity is currently disabled in nightly by default and needs to be pref'd on via privacy.userContext.enabled;true. We've also disabled Contextual Identity from PB mode, so you shouldn't be able to create new containers while you're in PB. The only way to get TB working for containers is making it "Always" enabled via about:preferences#privacy. I ran through the following test case and it seems like it's working:

* enabled contextual identify via privacy.userContext.enabled;true
* changed TP to "Always" be enabled via about:preferences#privacy (Always selected)
* restarted m-c
* opened a new personal container via file -> New Container Tab -> Personal
* loaded http://www.tv-asahi.co.jp/ which is being blocked by TB
* disabled TB via the control centre by clicking on "Disable protection for this site"
* http://www.tv-asahi.co.jp/ loads correctly in the personal container
* enable TB via the control centre by clicking on "Enable protection"
* restart m-c and load http://www.tv-asahi.co.jp/ in the personal container, website being blocked by TB again

No, I do not changed any preferences.
I do STR in comment #0. I did not do anything special.
Thanks for the report Alice!. Looks like this issue is related to Tracking Protection (Safe Browsing) and not Contextual Identity [1].
