Details

When a user uses the tab key to access a link, Seamonkey provides,
by default, not cue to indicate which element has focus. This is
demonstrated by the example document.  By contrast, NS 4 and
MSIE 4/5 indicate focus by a thin dashed border around the element.

THe problem might be in the default style sheet (??) -- perhaps it needs
a rule like: :focus {border: dashed 1px; }
