Bug 1274137 adds the ParticipantStore and assumes the refresh period is within 1 minute, so records over 60 seconds ago are considered not actually present.

This is something not final yet. Depending on the findings of the guerrilla testing we'll remove it from ToC and place it only in the sidebar or not.
