Added the non-docker tests, they have their own jenkins job and report to treeherder in the MR group with the symbol 'nd'.

The tests are currently red:

PASSED: 95, FAILED: 2, SKIPPED: 86, TOTAL: 183

The skipped tests are expected as those are the tests that need docker. Test failures themselves will be tracked separately from this issue.
