1278263 - upgrade consulate on -stage admin node to 0.6.0

Description

On the -prod admin node, the version of consulate that we have is 0.6.0.

On the -stage admin node, the version of consulate that we have is 0.5.1.

This is kind of a pain in the ass. Amongst other things, this works on -prod, but not on -stage:

    consulate kv get -r socorro

Can we upgrade consulate on -stage to 0.6.0?

Looks like the -r (--recursive) feature is the only thing that's irritating. I don't think the rest of the changes help me.

I've updated consulate on that node to 0.6.0

The admin and analysis servers do not rebuild, nor do we do not run puppet on any regular basis, so they do not receive regular updates.
