The following code should atleast display a line
but nothing is rendered.

Empty cells should not display their background colors.  This is:
  * correct according to CSS2 (see rule 6 in
    http://www.w3.org/TR/REC-CSS2/tables.html#table-layers )
  * what Nav 4.x did.

Marking INVALID.

(If you want the background color to show, you can put in an &nbsp;.)
