The map on that page is Flash -- Firefox simply does not display it, and no placeholder for click-to-play or anything is visible. In the original Capture.PNG, the flash plugin content is displayed, but it looks like it wasn't being scaled for high-dpi.
I tried to change the resolution of my 1080p display, no luck. As it's probably a recent regression, could you run Mozregression to narrow down a regression range, please. http://mozilla.github.io/mozregression/ Try --good=45 eg.
I have installed Flash player and the page is correctly loaded. Still remain the issue that Firefox does not notify that you need to install Flash player to view correctly the page.
It's the normal display with Flash disabled, I have the same rendering than you. But I'm not sure it's the issue met by the reporter.
I could not reproduce the initial issue reported.

I succeeded to reproduce the problem on one win laptop. The problem happened even on firefox 45. Gecko assigned a big enough area to the plugin, but the plugin rendered a small map in the area.
It seems like flash content side problem. The flash content seems to calculate correct map size by itself. When I changed zoom level of the Firefox, the flash content tried to keep same map size as possible on display. Then, on my laptop case, if I set the zoom level to 50%, the map was shown as correct size.
