Localize the Community Participation Guidelines to Mexican Spanish. 

Odin already have a draft for the localization.

In the Mexico community we discover the urgency to localize the participation guidelines in order to have a healthy environment. 

@Odin kindle localize the page he will uploaded here, wait for the next steps.

The page is currently not localizable on mozilla.org. Unless you want to upload it somewhere else I would wait for the file to be actually localizable in .lang format, and it will take a while if we decide to localize it.

Hello Luis, 

Would this version serve your need https://www.mozilla.org/es-ES/about/governance/policies/participation/? can we close the bug?
I also think that 
https://www.mozilla.org/es-ES/about/governance/policies/participation/

serves the need. In my opinion, there is no need to make even another varian of this, specially considering that Mozilla Hispano team is making such a good job keeping the es-ES version up to date.
