Opening HTML files from windows desktop occasionally gives blank window

Details
Build 2002022503 on win98.
I have 5 HTML files on my windows desktop. With moz already open I select these
five files, and then double-click one of them with either CTRL or SHIFT held.
Expected behavior:
5 new tabs or new windows open, one for each file
Actual behavior:
1 new window opens. Sometimes it contains one of the files, other times it is
white, blank and totally chromeless.
I'm not sure if this has something to do with full-screen mode, since I was
trying that out earlier today. The new windows that open are initially sized to
cover my windows taskbar (the same as a full screen window, but with the frame
visible).

unable to reproduce with latest trunk nightly build 2002062608. Please reopen if
you can still reproduce this with the latest builds. THanks.
