In the outliner, drag a bookmark until the line is just
below the current location of the bookmark. Bang!

I''ve traced through and the problem seems to be that the old
location is removed before it is used to construct the new
one. Or something like that. Unfortunately I can''t see a fix
because you never seem to have quite all the information
needed to detect the condition at once.
