1280321 - Many try XP jobs stuck pending - run or kill them

There are currently >600 t-xp32-ix jobs in the pending list. They are all older than 4.5 hours. They should either be culled or run.

They are 4.5 hours old because 4.5 hours before you filed was when RyanVM did some pushes asking for WinXP tests on try; nobody has asked for any since, so there aren't any pending, or running, or completed, more recent than that.

And they are pending on try because... that's why WinXP is not_by_default on try. We don't have enough WinXP slaves to keep up with both try and the higher priority trees, a situation which we "fix" by just making things not run on try unless you beg for them. He begged, he'll get them, but not until, as is happening now, everyone stops pushing to every other tree so there are some idle slaves for him to get.
