Steps to reproduce:

It is all about the way you add exceptions for blocking popups. When you go via route "edit -> preferences" you can add for example "my.home" and you cannot add then "my.home#X". But when you go (like browse) to page "my.home#X" and there is popup blocked, FF shows up notification about blocked page and offers to add exception "my.home#X" (which should be impossible to add).


Actual results:

The same URL is not allowed in regular exception editor, but it is allowed when added via notification.


Expected results:

Either in both cases they should be allowed, or in both cases they should be not allowed.
