Attached file testcase
I do see the bottom border with the CSS you mentionned in both 47 and 50. I am attaching my testcase to this bug, can you try it and check that these are the steps you actually meant? thanks

Summary: 'border-bottom' for TR doesnt work in latest versions → [bc] 'border-bottom' on table-row <tr> is missing with border-collapse
We're aware of borders missing in border-collapse:collapse tables in some cases,
see bug 398980, bug 519364, bug 764741 etc., so without a testcase here I'm going
to assume this issue is already covered by one of those.
Thanks for your report.
