Change the firefox affected flag name from fix-wanted to fix-optional

Details
This flag name is confusing people to think that a bug is higher priority than 'affected', while the opposite is true. "fix-optional" would make it more clear that: we would still consider taking a patch (and potentially uplifting it) but aren't going to block the release on it. And, the platform triage team doesn't want to keep seeing it as noise in the triage for a specific release.

Jim, is this ok with you? I had to explain this new flag to many people at the all hands and now again for my own team. Universally people are interpreting it to mean high priority compared to "affected". I'd like to make it more obvious that these aren't the highest priority bugs, even though they'd be nice to fix.
