POPUP_NOTIFICATION_STATS is expiring soon [1]. We should remove it unless there's a compelling reason to keep collecting it.

We definitely don't want to remove this as it's going to be used to measure the impact of the popup notification changes being worked on in the next few releases.
As noted in the firefox-dev post, this was opt-out but may want to extend as opt-in. Flagging for triage.

We'll extend all our telemetry histograms until our current target release of 55, and we'll remove the "releaseChannelCollection": "opt-out" flag from POPUP_NOTIFICATION_STATS.

For Push we expect to continue collecting and using this probe as opt-out.  Please extend the release but don't remove the opt-out; we can review this choice again after 55.  We are investigating some new experiments that will change a number of aspects of the push permission.

It seems weird to me that the user value we're talking about here is entirely in terms of push, but we're collecting data about all the notifications? In terms of being minimal, could we restrict this to just the push notifications and solve the same set of problems?

Agreed. We'd need a separate opt-out histogram for push. Not sure it's worth changing at this point but Bryan, maybe the push team could do that if you need extending this again after 55? We're planning to retire the full notification histograms anyways.
